Angie is on a mission to empower others, build strong teams, and promote education around cannabis use. As she carves her path in the cannabis industry, she is committed to inspiring more women to open their own stores and to establishing Higher Collective Killingly as the town’s premier adult-use destination.

Her perspective is deeply enriched by her Filipino and Mexican heritage, blending cultural influences that shape her approach. With a cosmetology degree, Angie also thrives in her role at a nail bar and beauty lounge in New London, a passion she will continue to pursue alongside leading Higher Collective Killingly.

Beyond her professional endeavors, Angie is deeply devoted to community service and volunteer work. She finds her greatest inspiration in her family, including her two children, who motivate her every day. Angie’s vision extends far beyond running a successful business; she is driven to foster a strong, supportive community that uplifts others, helps them feel their best, and offers an enriching experience at every stage of their cannabis journey.

Kevin Henry

Government and Community Relations Advisor, Higher Collective

Kevin T. Henry is the founder of KTH Advisors, a concierge professional advisory practice established in 2014. He has negotiated and provided counsel for a wide array of business and real estate clients during his 17 years of practicing law. Kevin received his B.A. from Hamilton College and J.D. from the University of Connecticut. He has always been committed to advancing economic and workforce development opportunities throughout Connecticut and served as Vice President of the Hartford Partnership for the Metro Hartford Alliance Chamber of Commerce, where he was responsible for identifying, developing, and implementing economic development strategies for the Office of the Mayor for the City of Hartford and the Hartford Chamber Board of Directors.

He also managed all aspects of the thousand-member Hartford Young Professionals and Entrepreneurs, a networking initiative aimed at the retention, recruitment, and optimal utilization of young professionals in the Hartford Region. Philanthropy is part of the fabric of his life and he is actively involved in numerous nonprofit organizations, including serving on the Boards of two organizations that were integral to his own success, the Boys and Girls Club of Hartford and the Hartford Housing Authority.

A lifelong Connecticut resident and mother of three, Tori found her calling in the cannabis industry through deeply personal experiences that shaped her perspective on its transformative potential. As a parent of a special needs child, Tori witnessed the incredible impact cannabis could have when her daughter found relief from seizures after countless pharmaceutical trials. This firsthand proof of its healing power solidified her commitment to advocating for cannabis as a tool for wellness. 

 

Tori’s own journey with cannabis began in her 30s, where it became a source of solace and creativity, complementing her career as a professional makeup artist of over 25 years. These experiences inspired her to step into the industry with a mission: to provide others with access to the benefits she and her family experienced. Through her New London store, Tori aims to do more than serve customers – she wants to uplift and empower the community.

With a strong background in healthcare and business management, Keanaha earned her MBA and became a certified Connecticut Life and Health Broker. 


Currently, she serves as a Senior Client Manager at Sun Life, leveraging her expertise from previous roles at Travelers Insurance, The Hartford, and Sedgwick. Her collaborative mindset and dedication were recognized in 2022 when she received the prestigious “Collaborator of the Year” award. Keanaha’s unwavering commitment to building an inclusive industry and her drive to make meaningful change inspire those around her. Jose Perez, a proud Hartford native, brings a unique combination of experience and purpose to the cannabis industry. With over nine years of working in the Hartford school system supporting students with behavioral challenges, and as a small business owner, Jose has spent his career fostering growth, collaboration, and community.

But his journey is personal. At just 18, Jose was arrested for marijuana possession—a moment that shaped his mission. Growing up in a community hit hard by the War on Drugs, he witnessed the deep, lasting harm it caused. When Connecticut pledged to prioritize equity in its cannabis industry, Jose saw a chance to drive real change. As an SEJV partner with Higher Collective, Jose is focused on creating opportunities for those most impacted by the past injustices of cannabis prohibition. When you shop at Jose’s store, you’re not just buying cannabis – you’re supporting a mission. Every product reflects a commitment to equity, growth, and giving back to the community.

You must be 21 years or older with a valid government-issued photo ID (driver’s license, state ID or passport) to purchase products at any Higher Collective store.  We are an adult-use (recreational) cannabis retail store and do not accept medical cards for purchase. 

No. You do not need a medical marijuana card or physician’s recommendation to shop at Higher Collective. We are strictly an adult-use (21+) retail shop. 

We accept any valid, non-expired government issued identification.

At our Bridgeport, Hamden, New London and Torrington locations we accept cash and debit card only. Credit cards, Apple Pay and Google Pay are currently not accepted.

Yes. All of our locations have an on-site ATM available for customer use.

As of July 30, 2025, Connecticut law allows adult-use customers to purchase up to 1 full ounce of cannabis flower or its equivalent per transaction. Here’s what that might look like:

  • Pre-rolls:

    • Up to 28 pre-rolls at 1g each

    • Or up to 56 pre-rolls at 0.5g each

  • Vapes:

    • Typically, between 8 to 16 vape carts depending on whether they’re 0.5g or 1g, and their THC concentration

    • Exact limits vary by formulation (based on THC equivalency calculations)

  • Edibles:

    • Each serving may contain up to 5mg THC

    • You can purchase products totaling up to 1 ounce equivalency—roughly 560mg of THC in edible form

    • This may look like up to 5–6 standard packs of gummies, depending on package size

  • Mix & Match:

    • You can combine flower, vapes, edibles, and concentrates as long as the total purchase doesn’t exceed the 1-ounce flower equivalency limit

Yes. For any location you can browse our online menu ahead of time, place your order and then pick up at the store when it’s ready. Most orders are ready within 20-40 minutes.

While most people might refer to any cannabis store as a “dispensary,” the terminology we use is guided by Connecticut’s cannabis regulations. Since Higher Collective is exclusively an adult-use establishment, we are classified as a cannabis retail store or cannabis shop.

 

In Connecticut, the term “dispensary” is reserved for medical cannabis dispensaries or stores with hybrid licenses, which serve both medical patients and adult-use customers. By adhering to these rules, we ensure that we’re fully compliant with state guidelines while continuing to provide a welcoming and inclusive experience for all adult-use customers.
