Racially motivated propaganda and legislation, such as the Marijuana Tax Act of 1937, targeted minority communities. Harry J. Anslinger, the first commissioner of the Federal Bureau of Narcotics, used racist rhetoric to gain support for harsh drug laws (source).

Stark Statistics

Despite similar usage rates, Black and Latino individuals are far more likely to be arrested for cannabis possession than their white counterparts. According to the ACLU, Black people are 3.73 times more likely to be arrested for cannabis offenses than white people (source). These disparities extend to sentencing, with minority communities facing harsher penalties.

Behind these statistics are real people and families whose lives have been disrupted by unjust policies. Many struggle with the long-term consequences of criminal records, facing challenges in employment, housing, and education (source).

Reform Efforts

Encouragingly, there are ongoing efforts to address these disparities. States that have legalized cannabis are increasingly including social equity programs aimed at rectifying past injustices. These programs provide opportunities for those most affected by the war on drugs to participate in the legal cannabis industry. Expungement initiatives are also helping to clear the records of those with non-violent cannabis offenses (source).
