Anslinger, the first commissioner of the Federal Bureau of Narcotics, used racist rhetoric to gain support for harsh drug laws (source).

Despite similar usage rates, Black and Latino individuals are far more likely to be arrested for cannabis possession than their white counterparts. According to the ACLU, Black people are 3.73 times more likely to be arrested for cannabis offenses than white people (source). These disparities extend to sentencing, with minority communities facing harsher penalties.
